You would have to replace it.
Your RAM could also be bad.
Try disconnecting all HDDs and use only one stick of RAM. Try to get to the BIOS.

The psu has a green in the back thats on as long as its plugged in. i tried doing that just now but it had no effect the computer turns on but doesnt boot it turns back off in a matter of seconds so i cant really go into the bios would something other than the psu be wrong with it

It is possible many things could be wrong with it. That is an OLD computer though. Are you planning to replace it anytime soon? I ask because replacing things will very quickly add up to more than the computer is even worth.
