OC? Computer lacking performance?

I have an

i7 4770k,
EVGA GTX 770 (http://us.hardware.info/productinfo/187877/evga-geforce-gtx-770-2gb)
8GB Ram

I'm tying to stream my console with a Black Magic Intensity Pro but I feel like it's not performing good. The stream seems choppy. My internet connection is good to stream. I just think it's mainly my computer.

Is there anything I could do aside from OC to make it perform faster? Do drivers affect performance? Can I OC with stock cooler? its @ 3.5Ghz can i go to like 3.7 maybe?

I'll give it a try. Do you know about OC to 3.7 with stock cooling?

Most YouTuber's (From my own experience) use 16GB of RAM (recording, renderering AND streaming). RAM doesn't have a HUGE impact on gaming but when the CPU usage is high e.g. streaming the RAM will help to back it up when needed.
