when starting up the PC, it powers down after a few seconds, then powers back on and repeats the cycle

Hello, today I removed my GPU from my PC as I sold it so I need to send it to the buyer. Immediately after I turned my pc on and after several seconds ( 3 - 10 sec , it varies ) it powers off and after 1 second powers back on and repeats the cycle.
Specs: Mobo: Asus P8z77-i Deluxe ITX
CPU: i7 3770k OC at 4.2
16 GB DDR3 Corsair Vengeance 1600 Mhz
Corsair Neutron GT 120gb SSD
Corsair AX760i PSU

I tested the PSU with the self test button... when I have the case fans connected ... it powers fine, but when no cables are connected, sometimes the selft test button works showing the green led on , and sometimes it just flashes the green led once doing the immediate click for turning off. Sadly I do not have any other PSU to check if this is the problem ...

I just did this ... same result ... also forgot to mention earlier, the power surge protection from asus kicks in when this happens
 


How many reboot cycles have you allowed it to go through?

I've experienced the same reboot cycles with an ASUS P8Z77 motherboard in a build that I made for a friend. Any hardware change required three or more reboot cycles before it returned back to its normal single cycle. There seems to be some type of automatic hardware re-detection happening.

I think it rebooted over 10 times ... at the same interval ... same thing .... either goes to the windows error recovery either to the Asus anti-surge ...
 


Only suggestion I have is to try a different PSU for troubleshooting purposes.

ordered another psu .... I really hope that my current psu is the one that is causing the problems
