Can this computer run cod ghost and gta on almost max fps.

Max settings? No, you won't be able to run COD Ghosts on max settings 1080p. Maybe without AA, but I doubt it.

GTA 5 should also require better GPU (if it comes on PC).

wow i7 4770k ang GTX 650, I'd say GPU is bottlenek or your rig isn't balanced at all. I'd say on high settings, 1080p, less than 45 FPS.

if i replace the gtx 650 for a NVIDIA GeForce GTX 760 2GB GDDR5 16X PCIe 3.0 Video Card can i run the games i listed better
