Trouble with I-2600K overclock

I have had this processor and a Asus P8/67 motehr board for about two years. I have run it at stock voltage at 4200 ghz with no issues on a shitty air cooler the whole time with temps around 42c average. I recently bought a new case and a Corsair H101 water cooler. At same setting the cpu temp is now about 30c average at load. I wanted to see what the processor could do so increased the multiplier to 45 and ran prime for about 4 hours stable at 1.305 volts stable. Temp never went above 35c. Now my system will not even boot into windows without locking up. If I lower back to multiplier of 42 it does fine. I have looke at all the SB overclocking guides and followed them religiously. IF I change bios to 4500ghz and reset with out shutting down it will boot into windows. It only locks up if doing a cold start up. Anyone have any ideas what is going on???
 
With my 2600k, when I had it on water, for limited amounts of time, I pushed it up to 1.45 volts to run some benches at 5.1ghz. For normal operation though, I keep it at 1.35v for 24/7 operation (4600mhz), noctua nh-d14 at the moment cooling it. When the 2600k was new, and Tom's Hardware was benchmarking it, they indicated in the article they felt ok up to 1.35-1.38v.

What is the rest of your hardware? How much RAM? How many sticks? What speed? Timings?
