I have to change that jet noise stock cooler.
I read that CoolerMaster 212 Evo is pretty quiet but I want your opinion people.
Is NOCTUA NH-U9B SE2 also quiet and reliable?
Any other options for QUIET cooling for arround 60 euros=80 usd.
For now my FX 8320 is running at stock 3.5 Ghz but I am planning to OC at 4.00GHz or 4.2GHZ if possible, so i will need a cooler quiet and capable to handle my OC. ;)

Yeah, if you don't know what you're doing don't mess with a PSU. Get a new one from a quality brand like Seasonic/Corsair/XFX.
The Noctua NH-U14S would be an excellent solution, for around that prince.

Thermalright True Spirit 140, if you want something for a bit cheaper.

Zalman has some pretty good offerings, like the CNPS9900 MAX. Might be worth the look at.

Beyond that is double-tower solutions, which will be, at the very least, near the top-end of your budget. The before-mentioned Noctua NH-D14 is a good choice, along with the Phanteks PH-TC14PE.

I think i must have mistaken about the stock cooler.
The component that makes all the noise is the Psu Ocz Zt 750w Modular.
I am thinking to change its fan with a Noctua NF-A14 FLX.
Do you think it is a good idea?
By the way , thanks for your answers about the cpu cooler , i would have gone with the coolermaster 212 evo :)
 
Be VERY careful if you open a PSU. Some capacitors can retain lethal charges. In general it's not worthwhile. Are you running a Crossfire or SLI setup, running the PSU at a high percentage of its capacity? If it always howls, even before you get into a game, or it heats up, you might pursue warranty service.
