what is static pressure?

is static pressure a fan that has some thing that would be re sticking it it?(like a radiator)

Static pressure is important for fans that are pushing directly against something eg. a HDD cage or a radiator, its how much pressure it can keep before the blades generate more airflow.

Its usually better for a fan to have higher static pressure, but if there is at least 2 inches of clearance from the back of the fan, then airflow (Cubic Feet/Minute) is more important.

Great answer. Static pressure is simply a measure of the fan's ability to overcome resistance. In this case, it is the ability to overcome a restriction of air flow caused by a restriction (heat sink, radiator, or air filter). The larger the static pressure rating, the better the fan is able to push (or suck) air though a filter or radiator.

so if i buy a static pressure fan for my laptop cooling pad , its good for when my leg covers the fans intake , but is it bad to buy a static pressure fan if my leg will never be covering the intake?

If you block the intakes, it doesn't matter what fan you buy. It will overheat.

Your best bet would be some sort of fan grill that would alow an unobstructed air flow to your CPU cooler.

But i should find a static pressure fan , being that the fan pushing up against the bottom of the Laptop and all the components that are in the laptop ( all the little air ways etc..)

Yes, you want high static pressure fan to cool your laptop CPU cooler. A fan optimized for air flow (your other option) is best suited for a case exhaust port.
