Graphics card upgrade problems

I recently updated my graphics card from a 6670 to a 7850 and after plugging the new one in (after uninstalling the drivers), my pc wont even boot to bios. Is this a psu problem, a gpu problem or motherboard problem?
I have already disabled integrated graphics in the BIOS but I had to unplug the 7850 to do that since it doesn't even boot to BIOS but all of the fans are functional. I was able to write this after plugging my old 6670 back in.

My current build is:
CPU Intel Pentium G860 3.0GHz Dual-Core Processor
Motherboard Gigabyte GA-H61M-DS2 Micro ATX LGA1155
Memory G.Skill 4GB (2 x 2GB) DDR3-1333 Memory
Storage Western Digital Caviar Blue 500GB 3.5" 7200RPM Internal Hard Drive
Video Card PowerColor Radeon HD 7850 2GB Video Card
Case NZXT Gamma Classic (Black) ATX Mid Tower Case
Power Supply Antec 450W ATX Power Supply
Optical Drive Lite-On iHAS124-04 DVD/CD Writer
 
The 7850 will use up to 225 Watts if not more when OCed.

If you know some one with a system with a 500 W or more PSU give your new card a try in that machine to be sure it is not the card. An RMA can take up to 6 weeks to get back and they will test the card and if not bad will send you your card right back to you.

Also what rating is the PSU for efficiency? Bronze, Silver, Gold, Platinum? This will help tell what the PSU will put out when pushed close to its max. and this is exactly what you are doing is pushing it close to its max output.

Yea I was thinking about letting my friend test it out in his build. But I was researching around before buying and everyone said that a 7850 would work with 450w so thats why I bought it. And according to this review, http://www.hardwaresecrets.com/article/Antec-VP450-Power-Supply-Review/1487 my psu has 80.% to 85.5% efficiency.

Agreed, he should grab a better PS for this card, yet his rig should get to the BISO screen even with a 450W PS and boot up I wold think. Would not think the OP is OCing it at this moment just getting it installed for the first time.

I also noticed that when I press the power button with the 7850 in, my computer shuts down immediately. But if I unplug the 7850 and use my 6670, I have to hold down the power button to shut down. I also saw that my 7850 (AX7850 2GBD5-2DHPP) has a core clock of 1000mhz which is higher than the other 7850s. Is this the problem?
 
Are you in the OS or in the BIOS trying to shutdown the 6670? You were saying that the system was not booting into Bios with the 7850 in so the system will just shut right down if the power button is pressed in this situation.

either way if you are getting passed the bios to OS or even into the bios it will take 4 seconds for the system to shut down by pressing the power button. This is also normal. If you could get to BIOS with the new card it will take the 4 seconds also to shut down.

So then my 7850 can't even make it to the BIOS. Is this its fault or my PSU
