i cannot open user accounts in control panel ?

every time i try to access any program in control panel , i get an error message `file could not be found...plz help..

Follow these suggestion (in no particular order).

1. Scan your system for Virus and Malware... update your antivirus previously and use Malwarebytes Antimalware.

2. Reset file and registry permissions to defaults following these instructions: http://www.winhelponline.com/blog/reset-the-registry-an...

3. Check and if necessary edit the following registry settings.
Start\Run\type: "regedit" (no quotes) and press Enter. Browse to:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\Look for a DWORD registry Value named "NoControlPanel", double click on it and edit the data... 1 disables the Control Panel and 0 Enables it. Or simply delete the NoControlPanel DWORD value. Also look for a DWORD value named the same in:
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\

Or do #3 through the Group Policies Editor following these instructions:

Thanks for info and help i couldnt resolve problem, upgrading to windows 8 has been recomended to me

That's a deffinite solution but so would a repair installation or reformat and fresh installation of Windows XP, using a different user account, or resetting the security permissions with "Subinacl or Secedit" according to the instructions and download in the webpage... if resetting default permissions doesn't solve it, some malware may be preventing it.
