Is there a way to re-initialize my computer?

I just finished building my New PC and started installing updates. I was in the process of installing updates to the motherboard and the machine rebooted. Windows 8 installed some updates prior to the reboot and when the computer came back up it shut-down after one second. It continued to cycle like this over and over for several minutes before i finally pulled the plug.
 
You might want to reinstall windows and try to monitor what goes on. Turn windows updates off. I set windows update to just let me know when updates are available so I can decide what is updated. Sometimes windows will install crappy drivers that you don't want. Get the drivers from the MB web site. I hide updates if I know I have the latest drivers and windows wants to update a driver or two. Right click on updates and you should see the option to hide the update keeping it from showing up again.

Looks like there is something going on with my DIMM slots. When I first brought the computer up i had dual channel installed blank/1/blank/2 and it was fine. After the machine freaked out i slotted just one and brought it back up (thankfully) now when I try to return to dual channel its a no-go, the machine error's out. I tested both DIMMS separately and they are both ok.

I backed up the drivers to the factory CD rather than the ASROCK site ones but it still wont work. =(

Hello! This is what I am currently running:

Mother Board- ASRock Z87 PRO3 LGA 1150 Intel Z87 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
CPU - Intel Core i5-4670K Haswell 3.4GHz LGA 1150 84W Quad-Core Desktop Processor Intel HD Graphics BX80646I54670K
GPU- ASUS GTX770-DC2OC-2GD5 GeForce GTX 770 2GB 256-bit GDDR5 PCI Express 3.0 HDCP Ready SLI Support Video Card
RAM - Crucial Ballistix Elite 8GB Kit (4GBx2) DDR3 1866 MT/s (PC3-14900) CL9 @1.5V UDIMM w/XMP/TS 240-Pin BLE2CP4G3D1869DE1TX0

Here is what I have done since posting originally
Fresh install of windows 8.1 (64 bit)
Rolled back all drivers
Refreshed CMOS via jumpers
Flashed new BIOS

On boot im getting 4 beeps and a Memory Failure in Slot A. This presists no matter what DIMM is in slot A-1 or A-2 (computer works swell with only one DIMM in one of the B slots but when I try to Dual channel in A-1 B-1 or A-2 B-2 it still fails)
In my BIOS I can "explore the motherboard" (forget the exact name of the option but it shows a picture of the motherboard and everything connected to it) and even though the memory fails, it will show the make modle and type of the DIMM inserted into the A slot, so the motherboard sees it and knows what it is but fails to load it.
