I am building a gaming pc, just the computer, this does NOT include the monitor, keyboard, or any other misc accessories as I have them. Also, I already have a good Hard drive (Western Digital Caviar Black 1TB). So here lies the question: What would be the best PC that I could build for the strict budget of 400 Dollars? The 750k needs to stay because I already have one.

Include:
-Case
-Motherboard
-RAM
-GPU
-PSU

Optional: (if the budget allows it)
-Case fans
-CPU fans

Other Notes:
I will be playing some rather graphically intense games on a 720p Monitor. These games would include Metro: Last Light, Crysis 3, Far Cry 3, Battlefield 4, ect. I don't exactly need really high graphics settings, but medium to high would be nice.

I don't know if you need an OS or not, but if you do, you can easily add it in there. I don't think you need more than a hd 7850 for 720p gaming. With the extra money you can probably get a case you like, more fans, OS, bigger psu for future, or other stuff. You would know more than I do.

Thank you for your response, your answer is very good. Now I was looking at the MSI Radeon HD 7870 GHz Edition

http://www.newegg.com/Product/Product.aspx?Item=14-127-...

Is this a good card? It is only 30 dollars more, and I feel it would work good with the first option. Am I wrong?

Also, I have an operating system already, so I wont have to spend that extra 80-100 bucks

Just found out about this case and I'm really excited for the price! It was released just a few days ago and is already sold out so I would watch for when it restocks. This is probably going to be the new go-to case for budget builders.

He said he doesn't need a HDD, so you could probably drop that and add it to the MB, GPU, or case.

Also, that motherboard is incompatible with the 750k

After the rebate it is $25. For that price could also add in some case fans, and from the looks of it is the best budget case I've seen yet. Also this case is on sale till then tenth and is also a great one:
