AMD FX 8350 running too hot and at a higher GHz than stock

So I just built a new machine for Battlefield 4 a few weeks ago, and it looks awesome in game on Ultra everything, but it's running extremely hot. It also seems to be running much MUCH faster than the ~4.0GHz it is supposed to be running at. I didn't mess with Overclocking at all (at least I don't think I did..) I just put the machine together, and turned it on. It's currently clocking at ~4330 MHz.

I'm running at 35-37 degrees idle, and 64-70 in Battlefield 4 (with everything on ultra). If I turn it down to High graphics it still will go over 65 degrees, but if I go down to medium it drops to 60-62 ish. I don't know how to set my cpu to 4000 mhz so its not running so hot, because I never messed with it to begin with. My case should have more than enough airflow, and I have friends with nearly the same build as me who aren't having issues, so I'm a bit confused why mines running so hot and so fast.

Side note: My video card runs at about 60-65 with settings at Ultra in BF4 also, but I've heard that's about normal and CPU shouldn't be hotter than GPU.

Corsair Obsidian 550D (with 1 extra case fan for a total of 4, with the side panel, front panel, and top panel removed for better airflow)

Asus Radeon R9 280x DirectCU II Top video card

Microsoft Windows 8.1

I just got 2 extra Corsair case fans today but could only plug one of them in until I get a PWM splitter, so I pointed the new one directly at the CPU on the side of the case but it didn't seem to help much. Should I try having it blow out instead of in? I was going to put the other new one on the top blowing out, figuring it'd help cool the case down helping the hot air go out the top, and pulling cool air in the side and bottom (where the air vents are). I'm completely new to AMD, and have never messed with overclocking ever, in my 20 years of building pc's (mostly my own) so any help would be appreciated. I don't want to burn up my new cpu too fast, so I'd rather just clock it down to what its supposed to be, ~4.0GHz.

Its up to your preference actually, there are some air coolers that are equal in performance on a mid range water coolers.

H100i is a great AIO water cooler, you can overclock you FX 8350 up to 4.8ghz and still reach 60-65 on Full Load. If you run on stock speed you will just get below 45-50 degrees on full load.

if you are getting temps above 75 that is not normal, but if you are still reaching on 70 degrees you will still be fine. but of course your Cpu will last more if it runs cooler.

How do I change the clock speed to max at 4.0 instead of being 4330? is that normal for a cpu to be 300 MHz faster than the box says by default? Did I do something to it without knowing to make it so much faster? Just doesn't seem right.

The processor has a turbo mode, which puts it to a higher GHz when needed. This can probably be disabled in the bios. Other than that, get a aftermarket cooler, if you are on a budget, get a Cooler Master Evo 212. Once you get that, you can put the turbo back on, it should run at much lower temps, and you can overclock if you want.

cost cutting for profit of course.

CM Hyper 212 evo has already build its reputation on cooling, so you won't be disappointed with your purchase, it will cool down your temps around 15-20 degress cooler than stock cooler.
