i7 4770k with msi oc 770 and still horrible fps with bf4

I have seen countless videos where people with the same if not worse specs than me and they are getting 50-60 fps on ultra on bf4, I just upgraded mobo, ram, gpu, and cpu for the intent of playing bf4 at good frames. No matter what setting I have bf4 running at I get huge lag spikes and screen taring (Which I know can be fixed with adaptive v sync) and frame stuttering. I have run out of ideas, all my drivers are up to date and other games like ac4 run just fine. What is going on?

It is factory over clocked. I havent messed with anything on the card besides trying to get it running at optimal settings. I would hope that they would have kept it at a steady level of performance from the factory.

At first I thought this would be a possibility but then I ran Assassins creed 4 and I was getting very playable frames 70+ almost maxed out. So I am going to roll back the drivers to some recomended ones in the past to see if there is any difference. Would still like to see a for sure 100% answer, but there probably isn't. Thanks though

Just an update, I did try newer beta drivers and older ones that were recommended by others who had success and still not better. During the very short times when its not lagging I am getting up too 100 fps on high settings and then it drops down to 7 and 16 fps ever few seconds, my last video cards did this. I dont know what to do, I just upgraded everything that could have been causing the lag.

I have a corsair 750w gold cert. I don't think I am pushing my wattage too far. Heat is the only think that I think could be going wrong, but I am laggy from the start, it doesn't even have time to heat up I would think. I don't know, I am wired connection to the internet, I can see no reason why I am hitting this wall.
