No power to mouse/keyboard and no signal to monitor

This is a new computer that my friend recently made for me, it has worked fine until just recently, where the mouse/keyboard won't light up (i assume there is no power) and the monitor says 'dvi no signal'.
Also, I can't force it to turn off through the power button, it will only shut down if plugged out or by turning the switch off.
Before this happened the computer was working fine, and after i came back home from work this happened.

I'm not experienced with computers, at all.
My friend asked me to reset cmos or something by covering 2 pins with a bit of plastic and then re-covering the original two pins that the piece of plastic was on. I can say for sure I did this step correctly.

This problem has occurred once before, but a quick power off and on solved it, I didn't think much of it.
Help would be appreciated.

I have looked through the forums before, but could not find a suitable solution/did not know how to follow the steps.
 
Solution
Low quality PSUs fail all the time. Of course, there is not really a 100% sure way to check, but honestly that junk PSU should be replaced anyway even if it hasn't failed. For $45 you can MUCH better protect your computer. The PSU is the most important part of the computer.

also, not sure if this will help or not, but the graphics card fan won't spin, but the other fans do
 
The PSU could be an issue. It is a very low quality unit to begin with. When these cheap units die, they often take other parts out with them. Your GPU/ motherboard could have fried.

Your buddy should probably have come here first as you could have built a better gaming machine for the same price as that.

I see, so is there any way of checking? And seeing as the computer and parts are fairly new, are the chances of the psu dying high?
could there be another solution or another problem that could have occurred?

My friend has asked me to cone over later this week so hopefully get it solved if I can't get it to work.
