Both. No reason not to.
If you swap the 4670k for a basic non k-series i5 of either Ivy Bridge (3000 series) or Haswell (4000 series) that can save you maybe 20-25% on your CPU cost.
Swapping the motherboard for a H or B series (B87/H87 for Haswell, B75/H77 for Ivy Bridge) could save you a big chunk of cash too.

Without a country/budget it's hard to be much more specific than that, but I'd imagine that'd free up enough funds to go to something like a HD7870 or at a push, a GTX760.
