You can, by overclocking a Intel HD you have greater chance to fry the CPU than actually getting something positive out of it. If you look through that link you sent, you'll see by the 450mhz increase, you'll only get 2 fps increase. Now that's not something you'd recommend people doing by risking their system because of a VERY little increase. I DO NOT recommend you to overclock it, that's why i said no.
You can use Intel Extreme Tuning Utility (just google it). Very simple to use, lots of guides. Can also overclock your CPU using this, even on laptops.

yes definitely you can play bf4 according to given specification you had provided because i am too running it on my laptop with having same specification as u have... but it will gives you around 15-20 fps only
