I own a Thermaltake V1 for several years now and I am finally getting an i5-4670k that I want to OC up to 4.5 Ghz but I am unsure whether I should try it on the Thermaltake V1 or get a CM Hyper 212 EVO instead.

For 4.5ghz on haswell you need a top tier air cooler(like a noctua d14) or a strong aio. With the 212 evo I wouldn't go over 4.3, maybe 4.4 in winter.
That depends on chip. If it can get to 4.5 on 1.2v, you don't need to have one of the best heatsinks, but if you have to use 1.3v to reach 4.5GHz, you might as well get water cooling.
I will try OC up to 1.25v and tbh I would be ok with 4.4 Ghz.
The most important question for me is will Thermaltake V1 perform on par with the CM Hyper 212 EVO which seems to be everybody's favorite in the low price cooler segment?
