400w power supply and 7790

Can a 400w power supply(http://www.cougar-world.com/products/power_supplies/cougar_sl.html) handle my Sapphire 7790 1gb?

Could it handle it? Probably. Would you want to risk it? I'd say no chance.

Edit: Just to go into things about further to help you understand. Your system at max load should draw no more than 290w. As the 12v rails can provide 330w it'll probably run ok as it's unlikely youll be running at full load often.

Unfortunately wattage output isn't all that makes a good PSU. There are many other factors to consider which are numerous and quite in depth so i won't go into specifics here.

My personal opinion would be to go for something like Rammy has suggested and get the XFX 450w. This is probably the best entry level PSU available.

I don't see why not. It has a PCIe power cable and plenty of wattage on 12V.

If you don't already own this PSU, I wouldn't encourage buying one though. Something like a Corsair CX430 or XFX 450 would be a far better investment as an entry level PSU.
