Whats the best (reasonably affordable) card to replace the 5450

Probably better, Aerocool seem to be improving their quality so unless you can find something of similar output at a reasonable price from: Antec, Corsair, Seasonic, Silverstone, XFX or FSP you are good to go.
Exactly which card is a little harder, prices and availability vary hugely but you might be able to source a GTX760 or R9 270X and the upgraded PSU and stay within your $250 budget if you shop around.

The 70% efficiency of that PSU bothers me, decent ones are all at 80%+ these days, please provide details of it-make and model-because if it is an older design it may lack the 12 volt output and PCI-E leads to run cards like the R9 270/GTX760.
 
Low efficiency means it has to pull more power out of the wall to produce the 500w available to the PC. And it will produce more heat.

A reference 770's tdp is 230w so 20A on the 12v rail is bare minimum. For an overclocked card I'd say 21A or more.

And coozie7 is right, it's better if we know what PSU you have, so we can tell if its good enough or not.

Yes psu is low I was thinking of replacing it with this
750w atx power supply
+3.3v +5v +12v1 +12v2 -12v +5sb
26a 28a 22a 22a 0.3a 2a

Thanks, I am learning, decided that one was a bit suspect and have looked at this instead
