hye and good day..this is my spec:

cpu: i5-4670k
mobo: MSI Z87-G43 GAMING
CPU cooler : stock cooler
GPU : Sapphire HD7850 1GB
RAM : 8GB 1600MHZ kingston
PSU : 550W cooler master

if i want to oc to 4.0 in example, do i just need to increase the cpu ratio in bios to 40 and increase voltage to 1.14 something like i saw in youtube, then running stress test using prime, is it correct? if somebody can guide me to another good way instead of what i learned from youtube guides..thanks :)

That is the basics of overclocking, yes. A budget heatsink would be the Coolermaster Hyper212 EVO or Xigmatic GAIA @ 30$. A better one is the Noctua NH-D14 at around 70$...
