Having a problem with (program) resolution on 2nd monitor.

I just did a fresh install of Windows 8.1, have a monitor + HDTV as a 2nd monitor, both are 1920x1080 @ 60hz and receiving that signal, however when I drag something like a firefox window onto the 2nd monitor, the size/resolution (only of the firefox window) blow up and turn to crap. It's hard to describe exactly, but if I have the window only 1/3rd of the way onto the 2nd monitor it looks fine, but when I move it more than halfway it expands and looks horrible on both monitors. Common folders and the mouse cursor are also proportionately ~50% larger on the 2nd monitor. The taskbar, background and some programs like Catalyst Control Center look fine and are unaffected.

All my drivers are up to date and I've probably changed probably every graphics card setting possible... so I'm 90% it's just some random setting in Windows... I just have no idea what this is or how to fix this, so it's quite frustrating.

Have you tried setting scaling to the GPU, instead of the display, for both displays?

Yes I've tried that to no avail, although the options below are unclickable and greyed out.
