Should I upgrade CPU or GPU to play BF4?

Hello! My name is Tristan and I have a question.
Should I upgrade my CPU or GPU?

Currently I have an Intel Core i3 540 @ 3.07 and a GeForce 550 Ti GPU, but this barely runs the game on low and it looks almost like counter strike (I don't know whether it is a bug or not, but it looks worse than BF3 on low).

I can spend around 230€ on this, so what should I do? Please help!

I would do both if possible, you can get a second 550ti for now used for dirt cheap

if you can't upgrade the gpu its fine but the cpu upgrade is a must i3 is too weak get at least a core i5

also what resolution do u have?

Also, SLI is an option though it depends on the motherboard you currently have.

Resolution is full HD (1920x1080).

Maybe i could get an i5 for cheap after Christmas, or if I really need to, I could invest into an i7 maybe. But I'd rather pick the i5. Also, what i5 should I pick if I decide to do so?
