Left over Thermal Paste on cpu

Last time I cleaned my Asus Laptop, I replaced the Thermal Paste on the CPU and GPU.
I noticed that Asus put a plastic cover over most of the CPU and GPU. Under the plastic is a lot of left over Thermal Paste or Paste that has been pushed under it.

Im wondering if this left over or extra paste can keep the temperature up, as it is not in contact with the heat sink, and therefore, not being cooled.

no its fine, the only part of the CPU that actually heats up is the core/heatsink. the rest of the cpu is just wires that connect to the motherboard
