wired desktop PC has no internet, wireless laptop is fine

Hello people, im new here, so i apologize before-hand in case this is posted in the wrong section, also, english is not my mother language, so please bear with me...

okay, so, i've been having this situation where my desktop pc was getting INCREDIBLY slow internet (less than 10Kbps) yet my laptop, using my wifi, was perfect, i tried a bunch of stuff like plugging my laptop directly to de modem instead of the wifi, and it still worked fine, the issue is with the PC, so i suspected it may be my NIC, wich i replaced, and at first, it did the same, but after trying to see what it could be, now i have no internet at all on my desktop PC, and yet im writting this question from my laptop, the network icon just shows a red X over the icon, and at first, a diagnosis said to just plug in the cable (wich is already plugged, and the NIC's lights turning on green) but now it says "the wired net adaptor has problems" im starting to get desperate here, and my ISP has no idea... so please, you guys would be my heroes if you figure this out
 
Download and install the latest networking drivers for that particular model (networking card), then try to use the manufacturer's specific networking utility software to configure your connection (instead of Windows' network configurator).

hmmmm, well, i tried installying the drivers, (using a cd the new NIC i bought had) but they were a bunch of DLLs and other files, no exe or anything, as for the NIC itself, the new one is a TP-LINK Gigabit PCI Network Adapter TG-3269, if you would need any additional info on my rig, please say so, im still checking (more like guessing) if i can get it to work

EDIT: i went to the TP-LINK page, and didnt find any utility, but i went and downloaded the drivers from the page, choosing to ignore the ones in the disc, and found it to be pretty much the same, no exe, the files it has are:
-netrtx32.cat
-netrtx32.inf
-note.txt
-rt86win7.sys
-RtNicprop32.DLL
-RTNUninst32.dll
 


In Device Manager select the network card, uninstall the drivers, then reinstall them by pointing the wizard to the folder that contains the files above.

sorry if im being hard to help, but i tried that, the thing is, when i uninstall it, it disapears from device manager altogether, and isnt detected in "add a new device" and if i reset the pc, then windows detects it, and instantly installs it through windows update, and i cant cancel it, just close it, also, a friend told me i should "jump" ( Jumpear) the old NIC, something about toying with the jumpers on the motherboard, so that the pc does not detect the old one, as it is doing now

EDIT: i went and did the jumpers thing and reseted the CMOS, and now i get full speed at my old NIC, im even tempted to say its the fastests its ever been, but now i wonder just what was wrong in the first place... also, now i need to know how to tell the PC to start using the new NIC, seing as i already bought it, it would be a waste to keep using the old one
