For an Emergency Ops Center- need to encode the DVI outputs for transmission throughout the Command Center. No interest in playing DVD. Are there cards that can switch HDCP on/off under user command?

More about : dual dvi ports hdcp

I don't see why it would be a problem if you are not playing HDCP protected content, DVI should be 100% interceptable.

BTW HDCP is an evil construct by greedy media corporations

Thanks for your response. Agree with your viewpoint!
I am in a bit of a tug of war with manufacturers who feel their products (that have HDMI inputs and do not support HDCP) may not receive an active video signal when connected to the DVI output of a workstation (not playing DVDs). I will try to find an opportunity to testy some workstations with their product.
