Can someone help me understand pc fraps and vsync?

First off here is my rig:
Mobo: BIOSTAR TA970 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS
GPU: ZOTAC ZT-70401-10P GeForce GTX 760 2GB 256-bit GDDR5 PCI Express 3.0 SLI Support Video Card
Psu:CORSAIR CX series CX600 600W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply
Harddrive: Blue caviar 1 TB
Optical drive: LITE ON DVD burner
Cpu: amd fx 6300 am3+ 3.5 ghz
Memory: Ripjaws ddr3 1600
Case: Fractal design arc midi r2

My overall goal is to hit 60 fps for bf4 on either ultra or high, metro last light at high 45 fps, ac4 45 fps high, splinter cell blacklist high 45fps.
I have a 60hz refresh rate monitor.
Should i enable vsync which would lock my fps at 60 and get rid of screen tearing and create a better experience?
And what is fraps exactly? Could i use it to get higher fps?
Im obviously new to pc gaming but i would like to learn more, thanks!

aye, if you're experiencing screen tearing and it's annoying the heck out of you.

a benchmarking, screen capture and screen recording utility for Windows & no you can't.
