i need to upgrade my gpu

I currently have an asus NVidia 1gb silent en210 that I would like to upgrade so that my pc is compatible with nvidias GeForce experience optimization option. I have a OptiPlex 330, running an intel q8200s, and 4 gb ddr2-1066 ram all on the stock 305w PSU, so I kno im limited on gpus as most require around 100 watts, and PSU's are way out of my price range atm. I do have my optical drive disconnected atm so im sure that frees a little bit of wattage up. I do believe that I am restrained to cards that use pcie 2.0 and below, im pretty sure the 3.0s wont work. I do have 2 card slots under my pci2 x16 slot but not sure what they are for, or what they are. before u tell me I have to upgrade my PSU please tell me what I require, because im not sure if its 24 pin, or 20+4, all I kno is the 24 pin PSU's are much more expensive.
also, im currently using my 32" hitachi fpd-tv as a display via the hdmi port on my en210. it says the tvs native resolution is 1360x768. so no need for a super graphics card, just wanna play games around mid graphics setting at this resolution, or 1280x720 (720p)


I found a gt 520, also from asus, that looks identical to my 210 so im assuming itll fit, just not sure about the power consumption. but I will respect any and all opinions all of you give me, I prefer NVidia to amd, but if I have to get amd because of size/power then so be it. just lemme kno what all of you think I need to do to upgrade my gpu. I want the best card I can run under $80

I have another issue that concerns me, I thought the q8200s would be huge improvement over the e2160, but the only improvement ive seen thus far is my boot and shut down time. the game infinite crisis does run smoother, so that is an improvement, but as far as basic computing there is no difference that I can notice. web pages don't load faster, games don't load faster, just play a lil better. movies online don't seem to buffer or render any faster. is there a test I can run to make sure my cpu is running at its full capacity? or some bios setting that I didn't change before or after upgrading? im on windows 8. bios rev a11, I think.
