Cooler Master don't make the best PSU's so I would not even load that PSU past 400 watts but I think you will be safe with a HD 7770/ GTX 650 Ti. Maybe a 7850.
That Cooler Master Extreme Power Plus 460W PSU only has a maximum combined +12 Volt continuous current rating of 26 Amps and only has one 6-pin PCI Express supplementary power connector.

For a system using a single GeForce GTX 660 (non-Ti) graphics card NVIDIA specifies a minimum of a 450 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 24 Amps or greater and that has at least one 6-pin PCI Express supplementary power connector.

An exception is the MSI GeForce GTX 660 HAWK 2 GB. It requires two 6-pin PCI Express supplementary power connectors.

For a system using a single GeForce GTX 650 Ti BOOST graphics card NVIDIA specifies a minimum of a 450 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 24 Amps or greater and that has at least one 6-pin PCI Express supplementary power connector.

For a system using a single GeForce GTX 650 Ti graphics card NVIDIA specifies a minimum of a 400 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 20 Amps or greater and that has at least one 6-pin PCI Express supplementary power connector.

The Radeon HD 7870 GHz Edition requires two 75W 6-pin PCI Express power connectors and may very likely exceed the power capability of your PSU.

That's all right other than when you said the r9 270 replaces the 7850, it replaces the 7870.

Just because the power connectors are the same it doesn't mean they use the same amount of power. According to this article the 7870 non ghz edition can use anywhere from 5 to 40 watts more than the 7850 depending on the task.

How is the Radeon HD 7870 GHz Edition's requirement of two 75W 6-pin PCI Express power connectors the same as the Radeon HD 7850's requirement of one 75W 6-pin PCI Express power connector?

What you fail to realize is that the TechPowerUp power consumption charts, that you've linked to, shows the power consumption for the Radeon HD 7870, which AMD refers to as the Radeon HD 7870 GHz Edition.

There is also the AMD Radeon HD 7870 Boost Edition that uses a different GPU (i.e. Tahiti LE) that can draw up to 60 Watts more than the AMD Radeon HD 7870 GHz Edition (i.e. Pitcairn GPU) at maximum power.

So how did you get that "two 6-pin PCI-E Supplementary Power Connectors" is the same as "one 6-pin PCI-E Supplementary Power Connector"?

When you say the r9 270 and 7850 both have one 6 pin power connector you are basically saying they use the same amount of power. Show me proof that two cards of the same Radeon brand both 28nm with different clock speeds, a different amount of shaders, different bandwidth etc use the exact same amount of power.

You're the only one that is implying that.

The PCI Express standard allows a maximum of 75 Watts to be drawn through the PCI-E x16 slot for graphics cards. The use of a 75W 6-pin PCI-E supplementary power connector increases the maximum power draw up to a maximum of 150 Watts.

Any graphics card that can draw more than 75 Watts and up to a maximum of 150 Watts should have a 75W 6-pin PCI-E supplementary power connector.
