restrict access system

Somehow my Windows 7 computer with only one user (me) can not access any system level functions from the the display - yet all installed vendor programs (say Firefox, Microsoft Office and the like run as well as always.

About the same time, the NumbLk key no longer controls any use of the number keyboard

Since it's possible to create a "public computer" where users can't modify the system, I am wondering if it is possible that my problem is something like this.

(This happened about Black Friday. As I accessed eBay or Amazon, I suddenly "inherited" some apparently useful applications which popped up links to other sites with similar buys. There were several of them. One was something like AdAid. As I tried to eliminate this hurd, they vanished.

What I am considering is that something was done to prevent access to system level functions. Examination of the Properties parameter showed a blank LNK field on all the things that didn't work.)

Any suggestions on a fix ?

Full, deep virus and malware scan. Preferably from a bootable rescue CD/scanning tool, such as from Kaspersky.

I did try what was on the system (McAfee and iolo System Mechanic)to no effect, so I will see if I have a capability to run something from an external disk. For example Fix-It series and others
