My Geforce GTX 760 Twin Frozr is running at 3000RPM constantly. Please Help

Hello, for some reason my new MSI GeForce GTX 760 2GB Twin Frozr Gaming Edition graphics card keeps running at 100% (3000 RPM) and for some reason I cant change it. When I hook it up to the PSU outside of the case its so quiet which is what I need, but as soon as I put it in the PCIE slot it gets really loud. I'm not even doing anything on my pc and it will still be loud. This is my first build and I dont know much about computers please help me.

My motherboard is Asus B85-Plus

Download and install MSI afterburner.
See if you can adjust the fan speed with that. If it works then you can just set a custom fan curve.
