Computer unable to boot up

My computer couldn't boot up or stayed powered on even for a few seconds usually.

I tried to run it out of the case with everything unplugged except for the mobo 24pin and the system managed to stay on without any failure.
The moment i plug in the 8 pin cpu power , the problem comes back again
No beep sound throughout the testing

The cpu ran only a mild overclock @ 3.3ghz @ 1.2v for 3 years plus.

Is it a cpu failure?

System specs:
I5-760
Asus P7-H55M
Powercolour 6850
Seasonic SS-500 et
Kingston hyperX 1600mhz 2x4gb
Cm storm scout
Windows 7 x64 pro
 
Solution
It could be, but just to troubleshoot you may want to reset your BIOS settings. If you can't actually get to the BIOS itself, the best way to do this would be to remove the CMOS battery on your motherboard for about 10 seconds. It's pictured here:

After 10 seconds, place the CMOS battery back into the motherboard and see if your PC boots properly. Just be warned, obviously doing this will completely erase your BIOS settings.

Alright , I tried resetting the BIOs and the same problem occured.

Forgot to mention previous boot ups i had the overclocking failure warning so i ran back to stock.
