New Computer Build has laggy sound, mouse/keyboard input. etc

Hey Guys

I finished a computer build today and installed windows 8. I then updated everything, installed the AMD CCC, etc. Checked my RAM timings (they are set correctly). Yet still I get this terrible choppiness/lag. For instance, when there's a system sound the sound usually is delayed and choppy/split/muddy. Also. the mouse has crazy bad lag, its basically playing catch up. Additionally, opening/closing windows, moving them, etc also causes lag.

Does anyone know what to do from here?

First of all List all of the parts you used to build the system.
Cpu. Intel, Amd and model number
Motherboard ,brand and model name.
PSU used.

Graphics card.
Memory modules, type, size in Gb and speed.
Any other hardware or cards used in the system.

GPU: Sapphire Radeon HD 7870 Ghz Edition
RAM: G.Skill Sniper Series 8gb (DDR3 1866 With 9-10-9-28 timings)
HDD: Seagate Barracuda ST1000DM003 (1TB)
ODD: Asus 24x DVD/CD
WIFI: Rosewill N900PCE
Connected to Monitor via HDMI 1.4 connected to the graphics card plate.
