It depends what you are doing and depends on the specs of your system. Both will perform similarly in games and with the haswell processors 1866mhz speed doesn't make a difference. I would go with the 1333 8gb kit since it is significantly cheaper and if you OC it to 1600mhz it will be the sweet-spot for gaming (assuming you keep the latency/ies the same).

Buy the cheaper one, you'll never notice the difference. Spending money on expensive RAM is a waste of money, in day to day usage you're never gonna notice the difference between 'slow' and 'fast' RAM

Then go for the cheaper RAM, since the performance difference is minimal and the more expensive one is the same hardware but with no heat sink, which just makes it look cooler.

^Agreed. The difference in performance between them is only likely to be in the 1%-3% range, IMHO not worth the price.
The only time the faster RAM would really make a difference is if you were running an AMD APU, in which case you'd get much better performance by getting a discrete GPU anyway than spending on faster RAM.

Also... I forgot to mention that I plan to host a FTB ( modded minecraft) server for me and 2 friends, which will be better for server hosting?

I don't think you'll see a difference on a server. For a server, I'd rather have more than faster, but with only three people on it, you may not see much difference there either.
