networking pcs with windows XP

I have 3 PCs connected to the server
all the pcs have windows xp on it
what i need to do is that turn off internet on some of the users on the pcs and keep it available for some other users,
but i want all users to be able to share files

Are they part of a domain or just using local accounts? Is there a proxy server setup or just going though a regular router?

A simple way would be to set a fake proxy name in the web browser options if you don't have any type of central management for users or rights setup. The only thing that will break is web browsing.
