High PSU Voltage

My friend recently told me his computer was acting weird. It was bluescreening and his USB components would frequently disconnect. It was also freezing ALLOT. ANyways I looked at HWMonitor and the voltages were weird. It was 6.8volts on the 5v rail and -6 on the -12 volt rail.
Is the PSU faulty?

That is not normal.I think the PSU is the problem.

no sofware monitor is raily reliable you best bet is to take the psu out of the case jump the pins (cant rember which ones tlook it up) to start it then messure hte volatages with a multi meeter to determine if it is faulty just wondering what is the brand

HWM sometimes shows weird voltages so if you do not have a multimeter then check in BIOS since voltages are often shown in the HW monitoring tab.
