Is my GPU temp too high?

Hey so, as you may have noticed by the title i need to know if my GPU temp is too high?

the GPU i have is:
AMD 6950 1gb

and when using GPU-Z is saying this:

GPU TEMP. #1 = 64.5C
GPU TEMP. #2 = 68.5C
GPU TEMP. #3 = 74.0C

all of the temps are going up and down but not by a huge difference, 0.5, 1.0 ETC

i dunno if ive gave enough information, if i havnt please say so!

Is this during games or idle?
For games, then it's fine, idle then it's a bit warm.
Probably too much dust. Use dust blower and brush to clean it.
If your running multiple monitors, then disable the others and see if that drops the temps when it's idle.

Just when using the internet really, ill run arma 2 or something and ill get get the temps

When im running a game they dont actually change much?

they change by about 1.0, 2.0 but thats about it

maybe its not my temps thats causing my issues =/

If the temperatures don't seem to change between gaming, preferably demanding, and Idle, then it is one of 2 things imo:
1 - Temperature sensor is damaged and you have to replace the card or live with it.
2 - Motherboard is faulty as it is reporting false or inaccurate data and you can replace it, lots of effort, or again, live with it
3 - Card is filled with dust and the cooler is not working efficiently. Clean it out with a can of compressed air.
Either way, it is work having a feel of the card when playing a game.
Does it feel like a car bonnet left in the sun all day? - replace it
Does it feel like glass/dish fresh from a dishwasher? - It's fine
These things can make you panic but I know from personal experience that these cards are tougher than people think.

Well, visually looking at my computer it is quite dusty D: ill buy a tin of compressed air and give it a blast to see if it changes anything. Thanks!

Yes extremely bad idea! It creates static and can cause harm and damage your components.
Get a dust blower at your local electronic shop or electronic or office supply store. Shouldn't cost that much.

And also, if it is where exactly do i spray the air into? do i take the black shell of the graphics card?

So you have a axial fan cooler. That's a lot simple to clean, just use a brush to clean out the dust and use the blower to blow out the dust from those hard to reach places and you're good to go.
If your not familiar with removing the cooling, then I would suggest that you don't because a simple mistake will damage your card.

ive never removed the cooling before in my life but i really need this fixed D:

when i play games im getting terrible lag spikes.

That GPU cooler is a open type, where it can be easily clean off with a brush and a can of dust blower. Removing the GPU cooler isn't worth the risk.

im just back, ive sprayed my GPU with the air and got all of the visible dust out but when im playing games it just seems exactly the same, glitchey, lag spikes... its almost like the frame rate is fluctuating but its not, in most cases its staying steady and only dropping by 1-2 fps

YES! unless it is extremely weak, but then not much point. Compressed air cans can be quite cheap, have a look for those. AND DO IT OUTSIDE!! Alot of dust will be kicked up!
