Write to Program Files and other inconveniences

Hello.
1. I've disabled UAC using secpol.msc . Still, I can't modify anything in my Program Files folder directly. I can copy/paste, and unzip archives since the disable of UAC. I still can't change my permissions to the folder.
2. I have HDD+SSD setup. In HDD I had Windows 7 and Ubuntu dual boot, and in SSD I have Windows 8 and Ubuntu dual boot. When I was short on storage, I decided to simply delete Windows 7. Windows 8 would not let me, saying I had no permissions for that. I deleted those files using Ubuntu, but I still get errors with permissions when browsing old system files from Windows 7. How do I get full permissions on that HDD?
3. Is it possible to login without password?
 
Hello... Windows will not let you delete any previous Windows version files... just the way it is... only way to do it is to Delete/format/remove partition and re-install the Version of Windows you will be using... a basic bootable DOS version might do it... but takes so much time to walk around and find/delete them... you can load a Windows 8 upgrade without installing Windows 7.

I did not upgrade. Those files are NOT "previous versions", it's completely different operating system. My first and second questions could be reworded like such: "Do windows have root user?"
