i want to buy a new computer, and they are both the same price at 770 pounds, which is better. i do not know a lot about which components are better, but i also want to ask, which gpu/cpu configuration is better

Second one better CPU but worse GPU though plenty for single monitor gaming at 1080P! I would drop the second one down to I5 and bring the R9 290 over.

1st that processor is plenty plus you get a better graphics card.

Second. The problem with the first build is that it uses an ancient-tech 700-series motherboard that will hobble anything on it. If it had a good 970 board I might prefer it, but as is, the non-overclocking Intel build will be stronger. The AMD build may have the stronger graphics card, but gimped by the slower chipset, the one in the Intel system should be able to match its performance, or beat it. This is difficult to extrapolate, BUT...for example, look in the recent Call of Duty: Ghosts review. Looking at the GPU charts, the GTX770 offers 89% of the performance of the R9 290X; it would be higher compared to the 290. Now go to the CPU chart, where similarly the FX-8350 had 89% of the performance of the i5-2500K. Now, make that worse because (a) that was on a 900-series board vs. the even slower 700-series, and (b) that's comparing to a Sandy Bridge i5 rather than the Haswell i7. The GPU difference evaporates when the CPU difference is considered, particularly with the slower chipset. Build #2 is definitely the way to go here.
