Case Fan dilemma..

Okay, so I'm buying an antec one case (just one) and i currently have a budget of under £20 to buy the best acse fan configuration possible. Is it better investing money on two hi perf fans or 4 normal fans? and which case fans would you recommend?

The Antec one case will come with two 120mm fans that should be adequate.
I suggest you try them as is. Most likely more/faster fans will not be useful.

Adding fans, or increasing rpm's for added airflow will increase noise(at added expense) that is probably not worth it.

As an experiment, I would try relocating the top exit fan to the front so you have two intake fans and a positive pressure airflow.

Thank you, but does intake or exhaust cool better and why? is it because the exhaust cannot reach all of the cases air?

The purpose of fans is to move hot air generated within the case to the outside of the case.
It really matters little if you use intake fans(positive) or exhaust fans(negative)
Even one in and one out is ok.

The antec one has a washable front intake air filter. That means that if all the cooling air is first drawn in through the front(positive pressure), it will be cleared of dust keeping your parts cooler.
That is my primary reason for suggesting usint two filtered intakes.
