4770k: High temps, low scores

Built a PC with my dad yesterday and we're having issues with the CPU. Ran 3DMark test and it's scoring WAY below what it should. Also just checked the temps and they're idling around 70C. We put an H60 on it, so I have no clue what's going on. Here's the PcPartPicker list. http://pcpartpicker.com/p/2g5tw

Is there something I can do to fix this or do I need to RMA the thing? Thanks.

Yeah would have passed on the H60, the Hyper 212 EVO at $30 cools better than a H60, would guess the install is off (prob too much thermal compound (maybe not enough)) and if idling at 70 then may well be throttleing down because of heat when running 3DMark
