I'm finding that to be MORE expensive than the 280x.

If you can find a hd 7950 or 7970 (both built off the same chip the 280x is) for ~$200-$250 that would be a better deal, but otherwise the 280x is the best for the $$$.
The r9 280 is not released yet. If AMD continues with the chip-to-name idea they have, the 280 non-x will just be a lower clocked 280x, so a better deal with overclocking.
I assume you found a 290; that is built off a different chip (Hawaii vs Tahiti) and is faster and more expensive than a 280x.

Here is a review for the Zotac version.

And here is a review for the PNY version.

Both are basically the same card underneath, so pay more attention to the power consumption, sound levels, and cooling differences between the cards.

I actually decided to go with the zotac version because i currently have a zotac card and I like it. Anyways, I finally saved up enough money for the upgrade! $80 above budget, but I managed to get the money!

They recently went up in price due to the cryptocoin craze. MSRP is $299.

It's crazy, I've never seen consumer electronics that cost more than their msrp. Usually quite a bit lower. I notice many place are out of stock and back ordered. Considering it's mostly geeks mining for coins I can't imagine that accounts for all the demand. I'm guessing that amd is encountering production problems, and it's supply and demand at work.
I'll keep using my 6950 and wait for prices to stabilize.

AMD was not prepared for the massive influx, but there have been no specific problems. Overclockers.uk (I think) said that companies had been buying 1,000+ AMD GPU's at a time. Who knows why.
