Switched out graphics card, artefacts then black screen with b2 led error

Hey guys, registered to ask for support with my PC.

Today I got a new graphics card, ATI 5870. Went to swap out the card and boot back up, but it resulted in some scary booting up with artefacts until the screen eventually goes black, you can see in this video. https://www.dropbox.com/s/zcaax0gi8ptvejv/2013-12-06%2021.29.28.mp4

After this, it refuses to boot up and the LED is giving a "b2" error message, black screen and no bios access. If I take the GPU out and plug into my on board graphics it boots up fine, no problem, and I can then re-insert the graphics card to repeat the behaviour in the video.

My specs detailed below:

MOBO: ASRock Z68 Gen3 Extreme3
CPU: Intel i7 2600K
PSU: Antec vp550p 550W
Old GFX: Nvidia GTX 275
New GFX: Ati Radeon 5870

Things I've already tried:
I tried to unplug the HDDs to see if that had an effect, it didn't.
I upgraded my motherboard bios 3 times from original version -> 2.10 -> 2.20 -> 2.30, no effect. (except my pc now doesn't boot up, with a blue screen but w/e)
I pressed the glowing "reset" button on the motherboard both normally and for 10 seconds.
Tried both of my PCI-E slots to see if that might make a difference, it didn't.

I checked the specs requirements of my GPU and it says a 500W or greater PSU is required, and I have 550 so it should be ok. It can run my old GTX 275 and that takes more power than this 5870.

Does anyone have any idea what could be the issue, things I could try with it?

The 5870 is not new , I would guess

and I would say from the behaviour you describe that it is faulty

But before you bin it
Boot up and remove all nVidia software and driver , and the AMD driver if you installed it already

then put the card back in and see if it boots . If it does install the driver and you are good to go

So I tried a few more things:

Reset my PC so it cleared all traces of the drivers, strangely enough this time it simply results in b2, I can't get it to do the artefacts anymore.
I also removed the cmos battery for about 2 mins to reset that, see if it has any effects and it didn't.

Someone suggested I tried another hdmi cable, but I don't see how that would effect bios stages.

I guess this really is a faulty card, in which case I will get a refund/replacement.

Just thought I would update this to say, when putting back the old card my main wall socket power cable short circuited and fried my CPU and maybe other things (the bios reports 00 regardless of what happens). Looks like I won't be doing anything for a while... thanks for everyones support though.

I encountered this "B2" error with my ASUS gtx 770, It turned out for me at least it was the Video Cards BIOS. Put it in my friends computer and it booted fine. Downloaded the Latest BIOS from ASUS and updated the card, put it in my machine and it booted on the first try xDD
