I'm trying to flash my Nexus 7 (2103) back to its stock OS, but my Win7 Command Prompt doesn't recognize the 'fastboot' command. Its a new computer, and I installed all its drivers from scratch, so I'm not sure if its somehow missing the commands it would normally recognize. How to I get Command Prompt to work properly?

Whatever folder your files are in (which should include the "flash-all.bat" file among other things) should also include the fastboot file. I did't realize that at first, I thought my computer was just missing some command prompts. Anyhow, make sure all the necessary files are copied over to the same folder so your Nexus can find them. I had to dig around through the all the required files I downloaded before I found the fastboot file. Copied it into the main folder and attempted the command again, BINGO it worked. I don't remember which website I used for instructions, but there's several out there. I find most of them just aren't that detailed about what all needs to be done.
