Here is the build:

  • Intel Core i5-4430
    Gigabyte GA-Z87M-D3H
    8GB (4GB x 2) Crucial Ballistix DDR3-1866
    WD Black 2TB HDD
    EVGA GeForce GTX 460
    Corsair CX600 Power Supply
Here is the issue:

Just built a new PC for the wife.

The PC POSTs just fine on either integrated graphics or with the PCI-e card, however, there is no output on the PCI-e. The BIOS is set to initialize the 16x PCI-e slot first. The PC boots regardless of which is selected. I have tried 4 different video cards in the PC. The stated EVGA GTX 460, an older GTX 260, a MUCH older 9800GT and my monster Radeon 7970. The only one that will output video is the 9800GT. I have verified that they all work in my PC. The 6-pin connectors from the power supply are always connected, I know I didn't miss that.

So I'm at a bit of a loss.

I know the slot works due to the 9800 GT working. I'm wondering if the new power supply has a bad rail and is not supplying enough power to the more powerful video cards.

600 watts total power includes the 3.3v ad 5v rail as well as the 12v rail etc, the video card would require the output from the 12v rail which s only 450 watts. The PSU also supplies power to all other hardware as well as devices such as usb attachments etc, try to allow an excess rather than too close to the maximum.
