question about ESD

Hey guys I'm assuming this is probably a stupid question but when working inside a PC it's always best to have the system unplugged right? I always assumed if I'm wearing an esd wrist band and have the clip attached to the metal of' the case that I would be ok in regards to a ESD, but I read that it's better to have it plugged in because than you have a proper ground. I also have a nice ESD Matt that actually has a wristband an alligator clips now if I have it on the mat and the clip on the metal and I'm wearing the wrist band I'm basically just keeping us at the same electric potential and that means that I'm not grounded? Thanks guys

it's better to have the system unplugged. just yesterday i answered a post from a guy who had fried 2 gpu's while adding in lighting for the case.

yea my PSU actually has a hard power switch so I just hit that and left it plug in..I just like to be safe even though I know odds are unless im walking on a rug in some thick socks in dry weather and dragging my feet that I will get an shock, but better safe than sorry.....thanks for the answer
