I was working on my cable management today and I noticed I could use 1 PCI-E power cable from my PSU instead of 2 for the 2 8 pin power connectors on my GPU.

It has 2x 6/8 pin connectors on its end. Is it safe to only use 1 PCI-E power cable connector from my PSU for the 2 x 8 pin power for my GPU?

My PSU is Seasonic X-650 and I have an R9 280x with 2x 8 pin power connectors.

Yes. The wire size is larger on cables designed that way so you have the current carrying capacity necessary.
