Hi I'm new to this site but I have used it for many reviews and suggestions. I have a Dell XPS 8100 and I decided to upgrade my power supply for the R9 290X coming in the mail tomorrow. I successfully installed the PSU, rewired everything and got the computer to turn on!

On a side note, when I was reconnecting the wires, the wire to the hard drive did come out. Does this matter?

The starting windows shows up (Windows 7) with the windows logo formulating but then the main blue screen shows up with the big windows logo without a start menu, toolbar, or anything on the desktop, only the mouse.

I have got it to start up in safe mode and all files are intact on the hard drive so I am not sure as to what is happening.

Please help!

Well, yes, if you didn't plug the "wire" back in! Try powering down your computer and disconnecting it from all power sources (mains/wall outlet, uninterruptible power supply, etc.). Wait 30 seconds or so then reseat the power and data cables/connectors for your hard drive, making sure they're fully inserted. Then connect your computer to a power source and power on/boot.

If you still see a blank desktop upon starting normally, try pressing...

If you still see a blank desktop upon starting normally, try pressing CTRL+ALT+DEL and open Task Manager if a menu appears. In Task Manager, open the File menu and click Run new task. In the Run dialog box, type explorer and click OK. If you now see your desktop/icons as usual, it means something is preventing the explorer process from starting normally when you start Windows normally. Without this process running, your Desktop and Windows' interface components won't display as expected.
If none of this makes a difference, try running System Restore from Safe Mode:

    ■(Re)boot to Safe Mode.
    ■Open the Start Menu.
■In the search box, type System Restore and click System Restore in the search results list.
■Complete the wizard to select a restore point and restore your computer to that point.

CAVEAT: If you use System Restore when the computer is in Safe Mode, you can't undo the restore operation. However, you can run System Restore again and choose a different restore point if one is available.

Thanks a lot for the information! Upon starting normally it was just the windows logo that showed up and when I pressed control alt + delete it was just a black screen that would pop up.

Also, my computer starts up for a while but say if I am in safe mode trying to do something, or looking at boot options, the monitor will display no signal and will turn off. While this is happening the computer and its fans are still running so I am not sure what is the issue. I have called Dell about this previously and they said it might be a USB issue and it went away for a while but here it is again. I read somewhere else that it could also be a Graphics Card issue as well.

As for now I am system restoring it but of course it went into no signal

UPDATE:
System Restore did not work as it went into no signal so I decided to remove the plug from my hard drive and then plug the SATA cable from the power supply into a different outlet, rewired everything and now it seems to be running normally. I also plugged in the plug from the monitor into a different outlet and the no signal sign has not shown up either. Thanks for your help!
