Homebuilt; No Display; No Beeps; Fans/LEDs On; Recent Power Surge?

Hello World! I've been browsing tom's for quite some time now and sadly, my first post is to request assistance...

I built this computer about 3 years ago and it has been running flawlessly. 2-3 months ago my PSU #1 sparked and I couldn't get the display or keyboard to light up (the mouse would light up but the display to change DPI settings was non-responsive). I bought PSU #2 and everything fired up. I assume the original PSU #1 was only giving just enough power to light up but not function.

Now, 4 days ago, I believe I had a power surge because my display, speakers, and PC all went out simultaneously. They are all plugged into the same splitter and it was not a surge protector.

Upon trying to reboot, my OLD motherboard would flash 2 blue LED lights and stop. No beeps. Nothing else. I bought PSU #3 and tested it out and got the same results. I returned PSU #3 (in specs below) and purchased a new mobo (in specs below).

Using PSU #2 and the new mobo, I plugged everything and all of the fans and LEDs light up inside the case. However, no display or keyboard lights (my mouse has light, but isn't responding to switching DPI settings on its display). Thinking back to my problem with PSU #1, I went back and picked up PSU #3 again.

Now with PSU #3 and the new mobo, I am getting the same problem. I checked the link below and double checked everything. I did notice that upon taking out ALL of the RAM and starting up, I am getting the same results (with NO RAM): no beeps, all fans, LEDs, and mouse light turn on.

Could the surge of damaged both the mobo and the CPU?

CPU: Phenom 2 AMD
PSU: Thermaltake TR2 600W
HD: 500GB Western Digital

PSU2 might have been damaged by the surge. The damaged PSU may have also damaged the new mobo. I'm not really sure what happens to a PSU during a surge but it's my number one suspect (I've taken classes in electronics and managed to fry several circuits in class by overvolting or improper connections).

If the fans and the LEDs did start up, it just means that the 5V rail is working but not the 12V rail or (maybe) the ATX connectors.
