I've been looking at gpus and cpus for gaming and the consensus, at least for cpus, is the i5 3570K for overclocking and the HD 7850 to go with it. However, I was wondering if the new r9's were good replacement, or even upgrades, or if the i5 + 7850 combo is bad and theres a better one.
This combo pretty much sums up my budget for the two components.
Also, is overclocking really price efficient with the build and should I pick gpus that are better suited for OC?

You could pick a more powerful GPU like the R9 270X or R9 280X for better gaming performance.

the i5 + 7850 you are pretty much bottlenecked by the gpu. if you want good fps at 1080p with high detail settings the 270x/760 or 280x/770 are better choices. would be pointless OCing the cpu for gaming with only a 7850. only 280x and up would benefit at all from a cpu oc.

I would get a cheaper Cpu and load more of your budget towards the Gpu. As the budget is limited, maybe consider trying to get an HD7970, then use the rest of what's left for the Cpu. Depending on where you are, getting this older gen Gpu might be a better choice for you (here in the Uk you can pick them up for around £210). This option wouldn't leave gaming performance too far behind a newer r9 280x. If that doesn't leave enough for a Cpu, then go for a 270x.

the boys are right
you have to find a balance between gpu and cpu
7850 is a mid gpu, you will need a high end for that cpu

if you are limited by money, i hope you already have the followings or oc is out of discussion?
oc means a good psu (600w) , you want to have room for oc
oc means a good cooling system, you don't want to cook food on your unit

don't think that you buy a good cpu and gpu and you oc them and *boom*, you have an oc pc without psu and cooling

entry level gaming cpu Athlon X4 750K, AMD FX-4130
mid range gaming cpu amd FX-6300, Intel Core i3-4130 Intel Core i5-3350P
high end gaming cpu Intel Core i5-3570K, Intel Core i7-3770K,Intel Core i7-3930K

entry level gpu HD 6570 DDR3, HD 7770
mid range gpu HD 7790, GTX 650 Ti Boost 1 GB, R9 270
middle between mid and high GTX 760, HD 7950 Boost, R9 280X
high end gpu GTX 770, R9 290
and offcourse there are best R9 290X, GTX 780 Ti

when you choose be sure to pick low cpu with low gpu,
mid cpu with mid gpu (or middle between mid and high)
high end cpu with high and best gpu

for ex
if you have only 250$ to spent
i3-4130 120$ and hd 7790 130$ good choice

What exactly is your budget? The i5-3570k will run just about any card. Maybe we can find you a better deal.

in response to your questions, in black friday shopping i picked up these two: Rosewill CHALLENGER ATX Mid Tower Case, Corsair CX 500W 80+ Bronze Certified Semi-Modular ATX Power Supply (600W)
the case has 3 fans and is mid atx form factor and the psu is 600w so i figure oc is definately valid, i do live in the us and i have a budget of around 560$ (345$ now and and an extra 180$ after christmas +35$ rebate) so i would like upper power cpu+gpu but i am unsure of how much budget i should devote to the most important compenents in a gaming pc

With $345 you can easily get a GTX 770 or R9 280x, both of which will run on a 600w PSU. Or wait till Christmas is over and get the new custom R9 290 which should have come out by then.
