No video signal from new build

So I'm helping someone with their first build, but I am running into a problem. There is no video signal going out of the build.

Here are the specs:
AMD A6-5400k
FM2-a55m-e33
400w PSU
2gb ram stick ddr3

so yeah, I am receiving no video signal. Also tried resetting my cmos/bios didn't do anything. Thinking the mobo is fried.

make sure the cpu 4 pin power plug that behind the ps2 ports is plugged in. this mb needs bios rev 10.3 to post wit hyour cpu look at the bios rev sticker to make sure it at that rev or higher. make sure you used the brass standoffs so the mb not shorted out. on the mb does the power good or any fault led come on. does the power supply keep stays on or does it twitch?? if it twitches have you tryed the green wire bypass on the power supply to see if the power supply turns on.

It does start, system fan spins and so does the cpu fan. The 4pin power to the mobo is connected. Brass standoffs are in place and only
were the screws go in. LEDs on the case come on signifying power and hdd are working. Power supply stays on, what I have noticed is the CPU
fan speeds up then slow down its hard to notice but its happening.
